14.  ORDINANCE approving and authorizing the City of Houston to submit the 2019 Annual Action Plan to the UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD), including the following 2019 Grant Applications and Budgets: 1) 45th Program Year Community Development Block Grant (CDBG) in the amount of $28,090,088.00 (which amount includes $23,936,444.00 in CDBG Funds and $4,153,644.00 in projected program income); 2) Home Investment Partnerships Grant (HOME) in the amount of $9,434,258.00 (which amount includes $9,307,715.00 in HOME Funds and $126,543.00 in projected program income); 3) Housing Opportunities for Persons with AIDS Grant (HOPWA)  in the amount of $9,882,076.00; and 4) Emergency Solutions Grants (ESG), Formerly known as the Emergency Shelter Grants, in the amount of $2,031,897.00; to accept funds from the aforementioned grants, if awarded
