MUNICIPAL setting designation ordinance prohibiting the use of designated groundwater from beneath a 15.6635-acre (682,302 square foot) tract of land out of the Dairy Subdivision, a subdivision recorded in Volume 1, Page 23 and Block I, Reserve "A" of Corporate Centre Westchase, a subdivision recorded at Film Code Number 528260, both of the Harris County Map Records, and same being out of the residue of a 99.416-acre tract conveyed to Texas and New Orleans Railroad Company as recorded in Volume 3091, Page 298 and Volume 3091, Page 305 of the Harris County Deed Records (H.C.D.R.), West Park Drive, a 100-foot right-of-way (R.O.W.) as recorded in the Harris County Clerk’s File Number (H.C.C.F. No.) F324484, the residue of a 6.7912-acre tract conveyed to Crystal Chemical Company as recorded in H.C.C.F. No. G154538, the Harris County Flood Control District Easements as recorded in Volume 6872, Page 340 and Volume 7185, Page 146 H.C.D.R., and a called 3.8001-acre tract conveyed to Union Pacific Railroad Company as recorded in H.C.C.F. No. X654066, located in the Henry Woodruff Survey, Abstract 844, City of Houston, Harris County, Texas, generally located near the intersection of Beltway 8 and Westpark Drive; and supporting issuance of a Municipal Setting Designation by the Texas Commission on Environmental Quality.

ORDINANCE amending Ordinance No. 2007-606 to provide additional funding in the amount of $280,000.00 and approving and authorizing first amendment to Second Lien Construction Financing Agreement between the City of Houston, GUIDING LIGHT COMMUNITY DEVELOPMENT CORPORATION and WHITNEY COMMUNITY DEVELOPMENT CORPORATION to increase the funding from $420,000.00 to $700,000.00 for eligible costs in connection with the construction of four (4) additional affordable homes for a total of ten (10) affordable homes.

(Item 15) ORDINANCE approving and authorizing Four Single Family Home Repair Contracts between the City as the Repair Agency, acting on behalf of various home owners, and GENERAL CONTRACTOR SERVICES, INC, providing $389,696.12 (including a 10% contingency of $35,426.92) in Community Development Block Grant Funds for the Demolition and Reconstruction of four homes under the Single Family Home Repair Program. (Item 16) ORDINANCE approving and authorizing Four Single Family Home Repair Contracts between the City as the Repair Agency, acting on behalf of various home owners, and GENERAL CONTRACTOR SERVICES, INC, providing $384,828.62 (including a 10% contingency of $34,984.42) in Community Development Block Grant Funds for the Demolition and Reconstruction of four homes under the Single Family Home Repair Program.

ORDINANCE supplementing the City of Houston, Texas Master Ordinance by authorizing City of Houston, Texas, Combined Utility System First Lien Revenue Refunding Bonds, Series 2008A, authorizing the Mayor and City Controller to approve the amounts, interest rates, prices, and terms thereof and certain other matters relating thereto; making other provisions regarding such bonds and matters incident thereto; authorizing the delivery and execution of an Escrow Agreement to refund outstanding Combined Utility System Bonds; authorizing a Paying Agent/Registrar Agreement; a Tender Agent Agreement, a Remarketing Agreement, a Credit Facility, a Reserve Fund Surety Policy, Escrow Verification, a Bond Counsel Agreement, Supplemental Financial Advisor Agreement, Special Disclosure Counsel Agreement, and other necessary agreements or documents related to the bonds; and declaring an emergency.

(Item 18) ORDINANCE approving and authorizing an Interlocal Agreement between the City of Houston and DALLAS COUNTY for Forensic Laboratory Services for the Houston Police Department; providing a maximum contract amount - 5 Years with one five-year option. (Item 22) ORDINANCE appropriating $230,230.62 out of Fire Consolidated Construction Fund as an additional appropriation for Construction Services for Various Houston Fire Stations, WBS C?000089-0003-4, under an existing citywide contract with SPRING EQUIPMENT COMPANY, INC. (Item 26) ORDINANCE appropriating $2,770,600.00 out of Water & Sewer System Consolidated Construction Fund, awarding contract to PELTIER BROTHERS CONSTRUCTION, LTD., for Easthaven Wastewater Treatment Plant Lift Station Replacement. (Item 27) ORDINANCE appropriating $9,579,650.00 out of Water & Sewer System Consolidated Construction Fund, awarding contract to LEM CONSTRUCTION CO., INC for 69th Street Wastewater Treatment Plant Improvements.

(Item 34) ORDINANCE authorizing the City of Houston to release and relinquish the City’s right, title and interest in and to a 25-foot building setback line on Garretson Lane between South Post Oak Boulevard and San Felipe Road. (Item 35) ORDINANCE amending Ordinance No. 2007-609 to reduce funding from $700,000.00 to $210,000.00 and to reduce the number of affordable homes to be constructed from ten (10) to three (3) and approving and authorizing first amendment to second lien construction financing agreement between the City of Houston, HOLMES COMMUNITY DEVELOPMENT CORPORATION and UNITY BANK. (Item 35a) ORDINANCE approving and authorizing agreement between the City of Houston, HOLMES COMMUNITY DEVELOPMENT CORPORATION and CAPITAL ONE COMMUNITY DEVELOPMENT CORPORATION II to provide a second lien construction loan of Federal “HOME” Funds in the amount of $490,000.00 for eligible costs in connection with the construction of seven (7) affordable homes. (Item 39) ORDINANCE amending Ordinance No. 2003-740 to increase the maximum contract amount to Contract 4600000759 (C55205) between the City of Houston and CONROE GOLF CARS (formerly known as E-Z-GO DIVISION OF TEXTRON, INC) for Golf Cart Leasing Services for Various Departments - $473,174.00. (Item 40) ORDINANCE appropriating $1,001,662.00 out of Water & Sewer System Consolidated Construction Fund and approving and authorizing Professional Engineering Services Contract between the City of Houston and KELLOGG BROWN & ROOT SERVICES, INC for Design of North Corridor Consolidation Plan, Package 2A, WBS R-000536-0012-3; providing funding for contingencies relating to construction of facilities financed by the Water & Sewer System Consolidated Construction Fund.
